The Sustainable Development Goals Fund joint programme on Pro WATER – was approved by the National Steering Committee composed of representatives from the Government of the Philippines, Government of Spain and the United Nations on September 12, 2014. The joint programme is a collaborative action among UNDP, UNICEF, WHO, UN WOMEN and the Government of the Philippines with the Department of the Interior and Local Government (DILG) as the implementing partner.
Pro WATER aims to empower citizens and build resilient communities by improving access to integrated safe water, sanitation and hygiene, increase women and girls’ participation in water governance and decrease incidences of water borne and sanitation related diseases.
The joint programme will be implemented in ten (10) local government units where more than 50% of the poor populations do not have access to safe water, sanitation and hygiene thereby classified as waterless municipalities. These Municipalities are Aroroy, Cawayan and Monreal in the Province of Masbate; Basud and Capalonga in the Province of Camarines Sur; Bobon and Mapanas in the Province of Northern Samar; Siayan in the Province of Zamboanga Sibugay and Sindangan in the Province of Zamboanaga del Norte.
The joint programme was developed using multi-stakeholder participation approaches and several participatory activities were conducted. Consultations on the state of safe water, sanitation and hygiene were conducted in Luzon (Regions IV, V – August 14, 2014); Visayas (Regions VII, VIII – August 26-27, 2014); Mindanao (Region IX and ARMM Municipalities – August 28-29, 2014). TWG meetings were conducted on August 13, 18 and 27, 2014. The workshop on programme document development was conducted on August 22-23, 2014 and this was followed by an experts review consultation on CCA, DRR, PPP and gender equality on August 28, 2014. Writeshops with the implementing agency (DILG) were conducted on August 21-23 and 25-26; September 3-4; 6-7, 13-14, 2014 incorporating the recommendations of PMC and NSC. The programme document was circulated for review to the partners on August 25, 31 and September 2. The PMC endorsed the programme to the NSC on September 5, 2014 and on September 12, 2014, the NSC approved the programme for endorsement to the SDGF Secretariate in UNDP Headquarters.
